Lengths of study are short, student visas are easy to obtain, and middle-class parents won't feel hurt even if they have to spend big-time money.
【本报伦敦讯】据英国《泰晤士报》17日报道:随着中国大陆经济起飞,大陆愈来愈多中产父母为了子女的将来,将他们送到外国接受教育。近年由于美国收紧学生签证的审批,拥有不少一流学府而修业年期相对短的英国,顿成为大陆留学生的新宠儿,即使要付出每年1.8万镑的费用亦在所不计。
LONDON, U.K. – According to the Thames on February 17, with the economic take-off in China, more and more middle-class parents, for the future of their children, are sending their children away to study abroad. Since the United States has tightened up the review and approval procedures for student visas in recent years, the United Kingdom, which has a number of first-class schools with relatively short lengths of study, has all of a sudden become the new favorite of Chinese students. Even if it costs £18,000 a year, they don't care.
近年,英国已经赶过了美国,成为大陆学生最热门的留学国家。专为学生安排到英国留学的介绍所如雨后春笋,在北京便开设了十间,收取的介绍费高达1000镑。
In recent years, the U.K. has surpassed the U.S. and become the most popular country for Chinese students to study in. Broker agencies specializing in making arrangements for studying in England have “sprung up like bamboo shoots after a spring rain.” There are 10 broker agencies in Beijing alone, and they charge brokerage fees of up to £1,000.
其中一间北京介绍所的负责人米歇尔·单说:“到英国寄宿学校读书不便宜,但每个家庭只有一个孩子,家中的资源都集中在孩子身上。虽然这些富有家庭占人口的比例不算高,但单以数字而言已十分可观。大陆拥有9600万中学生及1400万大学生。”
Michelle Shan, owner of one of the broker agencies in Beijing, said, "It is expensive to study in boarding schools or residential colleges in England. But there is only one child in every family, and the entire household's resources are converged on the child. Although these wealthy families do not account for a high proportion of the population, the number in itself is considerably large." In China, there are 96 million high school students and 14 million college students.
打算赴英攻读传理课程的卫彭燕(译音)说:“为了到英国读书,我每年要花1.8万镑。那不是小数目,但我负担得起。没有特别学历资格,在中国找工作很困难。”
Wei Pengyan (name transliterated) plans to study Public Communications Theory in England. She said, "To study in England, I have to shell out £18,000 per year. It is not a small amount of money, but I can afford it. Without distinctive degrees or qualifications, it is very hard to find a job in China."
大陆近年经济起飞,催生了一群居住在城市的中产人士,白手兴家的百万富翁、律师、官员、地主、商人,面对大陆经费紧绌的教育界,纷纷送子女出国留学。他们支付1000镑或更多的介绍费,由介绍所代劳为子女选择学校、安排模拟签证面试及到埠*后的接驳交通等。
China's economic take-off in recent years has brought into being a number of middle-class urban dwellers, such as millionaires who started from scratch, lawyers, government officials, landlords, and merchants. Facing China's education system with its inadequate and restrictive budget, one after another, they are sending their children away to study abroad. They pay £1,000 or more to broker agents to select schools for their children, to set up mock interviews for a visa application, and to organize the transportation upon their children's arrival in England.
据英国文化协会估计,大陆学生到英国留学,学费加生活费每年的开支约为1.2万镑,数目相当于大陆城市居民年薪的18倍,或农村年薪的60倍。北京金东方国际教育文化交流中心的李革(译音)说:“英国最吸引的地方是修业年期较其他国家短,硕士课程只需一年,开支亦较少。”
According to the estimate by the British Council, Chinese students studying in England spend approximately £12,000 per year on tuitions and living expenses. That is equivalent to 18 times the annual salary of urban residents in China, or 60 times that of villagers. Li Ge (name transliterated) of the Golden East International Education and Cultural Exchange Center in Beijing said, "What is the most attractive about England is that the lengths of study are shorter than those of other countries – only one year for master's courses – and the expenses are lower."
自九一一袭击后,美国收紧了签证的审批,英国因而受惠。英国政府近年实施较宽松的审批政策,只要证实是学生,便基本上可获发签证,大陆旅客到英国因而较以前容易。据英国文化协会表示,以大陆每六年生产值倍增之势,大部分留学生都宁愿回国发展,不会留在英国当黑市居民。
After the 9-11 attack, the U.S. has tightened up the visa review and approval procedures, and the U.K. has benefited from that. The British government has implemented a more lenient policy on visa review and approval. Basically, one may be issued a visa as long as one is verified as a student. It is therefore easier now than before for Chinese travelers heading for England. According to the British Council, given the trend that China's gross domestic product (GDP) doubles every six years, most students would rather return home to develop and advance their careers than stay in England as "black market" residents.
