【本报讯】据人民网消息:香港政府日前公布了数码地面广播政策,要求香港无线电视台及亚洲电视台最迟在2007年开展数码广播,提升广播质素。港府工商及科技局局长曾俊华说,政府计划在2008年内将数码广播网络覆盖香港75%的面积,同时在开展同步服务后5年内终止模拟广播。
[This newspaper's news] According to www.people.com.cn, the government of Hong Kong recently announced its Digital Terrestrial Broadcasting policy. It requires Television Broadcast Ltd. (TVB) and Asia Television Ltd. (ATV) to provide digital broadcast service no later than 2007 in order to improve the quality of broadcasting in Hong Kong. Zeng Junhua (John C. Tsang), Secretary for Commerce, Industry and Technology, says that the government plans to cover 75% of Hong Kong with a digital broadcast network before 2008. At the same time, it will terminate the analog broadcast service, after providing analog and digital services simultaneously for 5 years.
曾俊华在记者会上指出,推行数码地面广播的目的,是提升香港的广播基建设施,改善频谱使用效率,为市民提供更高素质的广播和通讯服务,切合香港作为区内领先数码城市的未来需要。他说,根据政府推行数码地面电视的新政策,本港两家电视台“无线”和“亚视”将最迟于2007年内开展模拟与数码地面电视同步广播服务,日后观众的接收画面可避免再出现“鬼影”及“雪花”问题。
In the press conference, Zeng Junhua pointed out that the purposes of developing the Digital Terrestrial Broadcasting are to develop Hong Kong's broadcast infrastructure, to improve the usage of frequency channels, to provide residents with better broadcast and communication services, and to satisfy the future needs of Hong Kong as the leading digital city in the region. He said that, in accordance with the new policy of Digital Terrestrial Broadcasting, Hong Kong's two TV stations, Television Broadcast Ltd. and Asia Television Ltd., will provide both analog and digital terrestrial television services simultaneously. In the future, audiences will be able to avoid "ghost shadows" and "snowflakes" appearing on the screen.
曾俊华透露,政府计划在2008年内,将数码广播网络覆盖香港75%的面积,在开展同步服务后的5年内,即2012年实行全面数码化。换言之,在模拟信号和数字信号同步广播期间,市民可继续使用现用的模拟电视机收看电视,只是不能享受到数码电视的加强功能。至2012年,市民可使用综合数码电视机或购买解码的数字机顶盒配合原有模拟电视使用,收看数码电视。当大部分观众转用数码电视时,便会考虑终止模拟广播,腾出频谱做其它通讯服务用途。
Zeng revealed that the government plans to cover 75% of Hong Kong with a digital broadcast network by 2008. HK will be completely digitalized in 2012, after providing analog and digital services simultaneously for 5 years. In other words, residents can continue to use analog televisions to watch TV, while the analog and digital signals are broadcasting simultaneously. They just cannot enjoy the enhanced features that digital televisions have. In 2012, residents may watch digital TV using integrated digital televisions or analog televisions with digital decoding boxes. When most audiences use digital televisions, the government will consider terminating analog broadcast to free up frequency channels for other communication services.
目前,香港观众已可以通过有线网络、卫星和宽频网络收看数码电视,随着推进数码地面电视广播,香港广播业会进入一个全数码的新纪元。

他说,数码地面电视可同时提供免费及收费服务,香港观众普遍收看的地面电视服务仍将免费以数码形式同步广播。他预计,届时解码器的价钱会随数码电视普及化而逐步降低。在制式方面,曾俊华说,会配合内地制式,但如在2006年底,内地仍未公布全国通用的制式,则会交由市场决定。不过,“亚视”和“无线”已表明,将采用欧洲DVB-T制式做数码广播,以免进一步阻延推行数码地面电视广播。
