China Uses Space Technology to Reduce Disasters
中国官员说,自然灾害给中国造成巨大损失。为此,中国正在积极利用空间技术减少灾害。
Chinese officials said that natural disasters create a tremendous loss in China. Therefore, China is actively using space technology to help reduce the damage from disasters.
* 天灾多 危害大 *

中国国家航天局长栾恩杰四月二十七号在亚太经社会的特别小组会议当中指出,除了火山活动导致的灾害以外, 几乎所有的自然灾害每年都在中国发生,给中国的国民经济和个人的生活财产造成严重的损失。
Luan Enjie, director of China's State Aerospace Bureau, said during a special group meeting of the Asian Pacific Economic Society on April 27, that besides volcanic eruption disasters, many other natural disasters occur in China each year, which causes serious losses to China's economy as well as to individuals and their property.
他说,据不完全的统计,2003年发生的自然灾害给中国造成的直接的经济损失达到1884亿人民币。因此中国政府非常重视灾害管理工作,将防灾减灾作为国民经济和社会可持续发展的重要举措。
He continued by saying that, according to preliminary statistics, natural disasters that occurred in 2003 caused a direct economic loss to China of 188.4 billion Renminbi. Because of this, the Chinese government is very concerned about disaster control and will take measures to prevent or reduce the damage from natural disasters in order to improve the national economy and society.

利用空间技术减灾已经成为中国减灾工作的一个重要组成部份。栾恩杰说:“尤其在进行灾害动态监测,灾害应急响应,恢复重建,以及制定减灾发展等方面,空间技术所提供的信息对灾害管理决定,起到了不可替代的作用。”
Using space technology to reduce the effects of disasters has already become an important part of China's work. Chief Lang, of the Aerospace Bureau, said that the Chinese Government will build an environment and disaster satellite network. This will be carried out in two phases. China will complete the first phase on its own. It is estimated that China will launch a "two plus one" satellite network, which is composed of two optical planetoids and a smaller radar satellite, by the year 2006. This will allow dynamic, real-time monitoring of China's disasters and environmental conditions over a wide area, in all kinds of weather, 24 hours a day. The second phase is projected for 2010. China, through international cooperation, will build another satellite network, which is composed of 4 plus 4 satellites, in order to achieve monitoring over a larger area, 24 hours a day and in all weather conditions. It will also be able to provide network support and share the data.

中国民政部副部长杨衍银在会上表示,发展这些小星座将使得中国的减灾工作走上一个新的台阶,抬高到一个新的水平。使它成为亚太地区减灾机制的有效平台之一。
Vice-Minister Yang Yanyin, of the Chinese Ministry of Civil Administration, stated at the meeting that developing these satellite networks will move China's disaster reduction forward and raise it to a new level. It would also make it an effective platform for the development of an Asian and Pacific Coast disaster reduction program.
他说:促进中国和亚太地区国家空间技术在灾害管理中的应用,也愿意通过国际合作的方式分享亚太各国有关空间技术建灾方面的技术成果以及各种资源以加强中国综合减灾的工作能力。
He said that, in promoting the application of space technology for China and other Asian and Pacific regional countries in disaster management, China wants to enlist international cooperation and will share the related technological achievements with Asia and various other countries. China will use other resources as well, in order to strengthen its ability to put together a comprehensive disaster reduction program.

目前担任亚太空间技术合作秘书处秘书长职务的中国国家航天局新闻司长罗格在接受记者访问的时候指出,就空间技术的监测系统来说,中国已经同俄罗斯,印度,韩国,马来西亚以及美国探讨有关合作的事宜。他说只要愿意加入这个小星座计划,中国都表示欢迎。
Director Luo Ge of the News Department in China's State Aerospace Bureau, who currently also holds the position of Secretary General for Asian and Pacific Space Technology, pointed out that, as for the space technology monitoring system, China has already discussed cooperation with Russia, India, Korea, Malaysia and the United States. He said that, so long as these countries are willing to participate in this satellite network program, China welcomes them.
罗格表示,中国在遥感技术的发展中还要在卫星的分辨率方面更上一层楼。他说,目前美国欧洲遥感卫星的分辨率应该很高,几十公分,一米以下。将来我们可能在这方面作一些发展。
Lou Ge indicated that China still needs improvements in satellite resolution for remote sensing technology. He said that, at present, America and Europe have a higher resolution in their remote sensing satellites, i.e. several dozen centimeters under one meter. In the future we will need to improve in this area.
