Ban on Disposable Plastic Products
台湾从元月一号开始实施一项禁止使用一次性塑料制品的政策,以减少塑料废物对环境的污染。
Effective January 1, Taiwan is implementing a policy restricting the use of disposable plastic products, in order to reduce environmental pollution caused by plastic waste.
新年伊始,台湾就开始正式推行限制使用塑料袋的政策。台湾环保署长郝龙斌岁末在台北市中心举行的一次宣传活动中说:“只要我们习惯了在购物时携带可以反复使用的袋子,我们就能为环境保护做出很大贡献。”
As the New Year begins, Taiwan is officially setting in motion the execution of the policy restricting the use of plastic bags. At a promotional function held at the Taipei City Center at the year's end, Lung-Bin Hau, Administrator of the Environmental Protection Administration (EPA), stated: "As long as we get accustomed to bringing reusable bags along when we shop, we will be able to contribute significantly to environmental protection."
台湾自从2002年7月1号以来,就开始推行限制使用塑料袋的政策。这项政策分两个阶段来实施:从7月1号开始,所有政府经营的商店被禁止向顾客免费提供塑料袋。从10月1号开始,政府经营的杂货店、餐馆被禁止为顾客提供一次性的餐具和容器。在从2003年元月1号开始的第二阶段,这项禁令扩大到民间,一般的百货商店、超级市场、快餐店和便利店等都不得为顾客提供免费的塑料袋和容器。不过,据台湾的《中央日报》报道,台湾各地的餐饮业只有大约百分之二十受到这项禁令的影响。使用量最大的传统市场、摊贩和一般商店还没有被纳入限制范围。
Taiwan has been promoting the policy of restricting the use of plastic bags since July 1, 2002. The policy is being implemented in two phases. In Phase 1, effective July 1, all of the government-operated stores were banned from providing plastic shopping bags to customers for free, and effective October 1, government-operated household variety stores and restaurants were banned from providing disposable tableware and containers. In Phase 2, which goes into effect on January 1, 2003, the prohibition is extended to the private sector. General department stores, supermarkets, fast-food restaurants and convenience stores are banned from providing plastic shopping bags and containers to customers for free. However, according to the Central Daily News in Taiwan, only about 20% of the food and beverage industry is affected by the ban. The most patronized traditional markets, street vendors and general retail stores are not subject to the restriction yet.
据报道,台湾环保署已经拿出3千万新台币用于这项政策的宣传工作。另外,鉴于这项政策将导致塑胶业的部份工人失业,政府准备拿出15亿8千万新台币来创造8千4百个就业机会,帮助失业的工人再就业。
According to reports, the EPA has allocated NT$30 million (approximately US$900,000) for the promotion of the policy. In addition, seeing that the policy will result in the unemployment of some workers in the plastics industry, the central government is prepared to spend NT$1.58 billion (approximately US$46 million) on creating 8,400 job opportunities to help the unemployed to return to the workplace.
有关资料显示,台湾的家庭垃圾中有百分之二十为塑料制品,这个比例比发达国家高出一倍。根据台湾环保署的推测,这项政策如果能得到有效的实施,半年内台湾的塑料废物就能减少百分之三十。
Relevant information indicates that 20% of Taiwan's household wastes consist of plastic products. This ratio is twice as high as that in developed countries. According to the EPA's estimation, if the policy is implemented effectively, the plastic waste in Taiwan can be reduced by 30% within half a year.
