A Promise Kept Is a Promise Met
不知不觉间,中国加入世贸组织已经整整4年。这是中国认真履行加入世贸承诺的4年,是中国开放度不断加深的4年。
Time flies. It has been four years since China acceded to the World Trade Organization (WTO). During these past four years, China has conscientiously carried out the promises it made, and the opening up of China has continuously intensified.
4年来,中国加入世贸绝大多数承诺都已兑现,包括放开外贸经营权、平均关税降到9.9%、取消各种非关税措施等,部分承诺的兑现甚至走在规定的时间表之前。特别是在最敏感的服务业领域履行了市场准入承诺,银行、保险、证券、电信、分销、法律、会计、医疗、教育、旅游等行业渐次开放。在世贸成员关心的知识产权问题上,中国启动法律修改工程,查处大批侵权案件,这些努力均取得了显著成效。中国政府还全面清理了部委和地方的行政法规。通过把WTO规则转化为国内立法,不仅信守了诺言,大大增加了透明度,也有力促进了体制改革。
Over the last four years, China has delivered on most of the promises it made when joining the WTO, including decentralizing foreign trade rights, reducing average tariffs to 9.9 percent, and abolishing various non-tariff measures. The fulfillment of some commitments was even ahead of schedule. In the most sensitive service sector, it has cashed out market access commitments in industries such as banking, insurance, securities, telecommunications, distributions, legal services, accounting services, medicine, education., and tourism. In answer to the intellectual property question that is of concern to WTO members, China has launched a law to revamp programs and has investigated a large number of many infringement cases. This achieved remarkable results. The Chinese government has also revamped the administrative laws and regulations at the ministerial and local levels. By transforming WTO rules into domestic legislation, China has not only kept its promises and increased transparency but also has effectively enhanced system reform.
一诺千金,有诺必践,传送着中国的极大诚意,展示了一个负责任大国的襟怀,赢得世贸成员和国际舆论的佳评。在WTO的年度审议中,这几年中国都受到充分肯定。为使国内经济与WTO规则相符,中国表现了承担义务的强烈意愿,并且从未动摇。
By making and delivering on promises, China has shown its utmost sincerity and its mind-set on being a responsible country, and this has gained acclamations from WTO members and from international public opinion. At the WTO annual deliberations, China's efforts have been fully recognized over the years. By combining domestic economy with WTO rules, China has shown a strong willingness to bear responsibilities and has never wavered.
在中国近4年履行的承诺中,既有加入世贸议定书里明确要求的,又有一些中国自主开放的举措。一方面,这使中国经济与世界经济的联系日益紧密,对全球GDP的贡献率逐渐增长,为各国提供了更广阔的市场、更大的投资收益和更丰富的价廉物美商品;另一方面,也使中国经济面临的国际经贸环境日益改善,达到了加入WTO的预期目标,有利于中国在更大范围、更高层面、更深程度参与国际竞争与合作。4年来,外商在华直接投资连续保持强劲势头,累计超过2200亿美元,世界500强已有九成进驻中国。
Some of the promises China has delivered on over the four years were clearly stipulated in the Accession Protocol while some others were the result of China's voluntary opening up. As a result, closer links between the Chinese economy and world economy are seen, as well as China's growing contributions to the global GDP, broader market for various countries, greater investment returns, and more variety of quality low-cost goods. On the other hand, by keeping the promises, it improves international trade and the economic environment for the Chinese economy, delivers the objectives of joining the WTO, and benefits China's participation in international competition and cooperation on a larger scope, both at a higher level and to a greater extent. Over the last four years, the direct foreign investment in China has accumulated to over $220 billion and has kept growing with strong momentum with 90 percent of the Fortune 500 companies present in China.
当然,履行承诺,带来的有种种利好,也有重重压力。中国正处在加入WTO的后过渡期,要兑现的承诺所剩无几,要应对的考验越来越多。比如,在本周即将召开的WTO第六届部长级会议上,中国将为推动多哈回合谈判尽力而为,这也是中国首次参与国际贸易规则的制定。今后,中国还将在促进多边贸易体制发展中承担自己的责任,而加入世贸对中国经济的深层次影响也正逐步显现。继续把应做的事情做好做实,在改革中增强实力,在开放中共同发展,仍将是中国对于来自全球不同关注的回应,更是中国身为WTO成员的必然选择。
Of course, the delivery of promises brings with it benefits as well as pressures. China is in the latter stage of the post-WTO transition period. With few promises left to be met, it faces more and more challenges. For example, at the WTO ministerial meeting to be held this week, China will do its best to push forward the Doha Round of negotiations. This will also be the first time China participates in enacting international trade rules. In the future, China will also be taking on the responsibility of helping to develop a multilateral trade system while the profounder effects of membership in the WTO on the Chinese economy are gradually being revealed. To continue to do a good and solid job on what falls within its responsibility, to enhance the strength of reforms, and to jointly develop in opening up themselves will still be China's response to the world’s concern as well as to being an inevitable choice as a WTO member.
