US Does Not Put Forward a Resolution Critical of China at the UN Human Rights Commission
美国政府改变了历年的做法,宣布今年在联合国人权委员会上,不提出批评中国人权问题的决议。美国的这个决定立即遭到人权团体的批评。
The US government changed its previous years' practice, and announced that it will not put forward a resolution critical of China at the current meeting of the U.N. Human Rights Commission. The U.S. decision immediately drew criticism from human rights organizations.

Only two weeks ago, the US State Department released its annual "Report on Countries' Human Rights Practices," which sharply criticized the Chinese government's human rights abuses. But State Department spokesman [Richard] Boucher on Friday announced the US government decided not to sponsor a resolution critical of China's human rights conditions at the annual meeting of the U.N. Human Rights Commission this year. He said that after careful consideration, the US government decided that the US wouldn't endorse resolutions concerning the Chinese human rights issues at the meeting of the U.N. Human Rights Commission this year in Geneva.

Boucher said that the reason for the decision is that the US government has made considerable progress in discussions with the new Chinese leadership on human rights issues, and the US hopes to have further dialogue with the country's new leadership on human rights issues. [He said,] "We saw certain progress; we have seen some appearances of backsliding as well. And now we think we do have an opportunity to move forward. And after all, this whole working process has to be devoted to what's the best way to get progress in human rights for the people of China."

Boucher cited examples and explained the progress China has made recently in improving human rights, which included inviting members of the American International Religious Freedom Commission to visit China, allowing representatives of the exiled Tibetan spiritual leader, the Dalai Lama, to visit China and Lhasa, as well as releasing political dissidents Xu Wenli [a leading democracy advocate] and some Tibetan dissidents.

The US government's decision not to submit a proposal critical of Chinese human rights conditions drew immediate criticism from international human rights organizations. Amnesty International, which has its headquarters in London, said that by failing to sponsor a resolution, the US is helping China evade the international community's scrutiny of its human rights record. The senior researcher on Asian issues, Miss Mickey Spiegel of Human Rights Watch, whose group's headquarters is based in New York, said that the reason for the decision made by the US government cannot be justified: "I don't know what is meant by the so-called 'progress in human rights' China made. Our recent record shows that the Chinese authorities arrested many people, including those who expressed their different political views on the Internet. The Chinese authorities also executed Tibetans charged with terrorist activities; they suppressed dissents in Xinjiang Province. There are many people who shouldn’t have been put in jail. What is called 'China's progress on human rights' is talking about releasing several people. But those people should not have been put into prison in the first place. The release of several people cannot represent that the whole system has changed. In fact, the whole system is where the problem lies."
美国国务院发言人包润石说,中国的人权状况的确很糟。在未来的一年中,美国将继续向中国的新领导施加压力,要他们改善中国的人权记录。
US State Department spokesman Boucher said that the Chinese human rights conditions are indeed very bad. In the coming year, the US will continue to exert pressure on the new Chinese leadership and ask them to improve Chinese human rights records.
