The U.S. International Trading Committee (USITC) Friday decided that Chinese furniture manufacturers are dumping bedroom furniture on the U.S. market at unreasonably low prices and hurting the interests of American manufacturers. But, American manufacturing and retail industries have widely differing opinions on importing Chinese furniture.

The USITC's resolution established a foundation for increasing the Chinese furniture import duty. The USITC announced that the final decision on imported Chinese furniture would be made by May 5th. Recently, the U.S. has been worried that tying the rate of the Renminbi (RMB) to the U.S. dollar will cause unfair trade between the two countries and lead to the U.S. losing job opportunities. The U.S. has already been collecting a duty penalty on TV sets, fabric and other goods imported from China. The USITC’s recent resolution opened just one more battlefront in the U.S.-China trading dispute.

There are about 30 U.S. wood furniture manufacturers who filed an antidumping petition with the USITC, asking that an import duty of 440% be collected on imported Chinese furniture. Doug Bassett, a spokesman for the American Furniture Manufacturers' Committee for Legal Trade, said that this import duty would greatly relieve the threat the U.S. furniture manufacturing industry faces. He said that 34,700 furniture manufacturing workers have become unemployed since January 2000. This is 28% of the employees of the industry. Doug Bassett also believes that China did not comply with the trade rules that it agreed to follow when joining the WTO.

However, the Furniture Retailers Group, which comprises about 60 retailers, reacted immediately to the petition. They declared that the action of the petition was unwise and would damage America's interests. Their spokesman, Mike Veitenheimer, believes that some furniture companies attempted to take advantage of the federal government to manipulate the U.S. bedroom furniture market for their benefit. It would damage the interests of American consumers and independent furniture retailers. He also said that the petition's claim of opposing imported Chinese furniture in order to save the American employment market is a fabrication. The aftereffect it might have would be the opposite [of the desired effect]. The chaos in furniture prices that it would cause in a short period of time, as well as the shortage of product, would certainly damage the sales of bedroom furniture. Moreover, it would leave retail industry employees unemployed.

The U.S. acknowledges that the trade deficit between the U.S. and China was 103 billion U.S. dollars in 2002. It would reach 130 billion dollars in 2003. The imported Chinese furniture involved in the petition is worth about $1 billion.
